BY VIRTUE OF WHAT HAS BEEN EXPRESSED BY THE COMMISSION OF EXPERTS (APPOINTED BY THE FEDERATION) ON JULY 19, 2016, ON THE BASIS OF WHAT IS MENTIONED IN ARTICLE 33 OF THE ITALIAN SPORTS JUSTICE CODE, AND AS PER ALL OF THE EXISTING AND NEW PIECES OF SUPPORTING EVIDENCE THAT ARE CONTINUING TO BE SUBMITTED TO THE FEDERATION, WE ASK THAT THE ITALIAN FOOTBALL FEDERATION:

(A) TO OBJECTIVELY REVIEW THE HISTORICAL CONTEXT OF THE 1914/15 SEASON (IN A SOCIAL AND SPORTING PERSPECTIVE), WHICH WILL PROVE THAT THERE WAS NO POST-WAR OFFICIAL DECISION TO AWARD GENOA THE 1914/15 SCUDETTO. TO DATE, AN OFFICIAL DOCUMENT OR ANNOUNCEMENT IS NOWHERE TO BE FOUND IN THE FEDERAL AND PUBLIC ARCHIVES; THIS IS BECAUSE IN REALITY, NOTHING WAS EVER PUBLISHED AND SOCIETÀ SPORTIVA LAZIO WAS NEVER NOTIFIED ABOUT HOW GENOA WAS AWARDED THE TITLE. TAKE INTO ACCOUNT THAT THIS INFORMATION IS VERIFIED, DOCUMENTED AND PROVEN IN MERIT BY:

(A1) THE TAX DOSSIER PREPARED BY LAWYER GIAN LUCA MIGNOGNA AND DR. FEDERICO FELCI, BY WHICH THE INFORMATION IS PROVEN, CONFIRMED, AND DOCUMENTED:

  • THE OFFICIAL STATEMENT ISSUED BY SOCIETÀ SPORTIVA DILETTANTISTICA 1905, BY WHICH THE TUSCAN TEAM, TWO ROUNDS AWAY FROM THE FINAL OF THE CENTRAL CHAMPIONSHIP, OFFICIALLY ANNOUNCED THEIR WITHDRAWAL FROM THE COMPETITION DUE TO FINANCIAL REASONS (AS CORRECTLY REPORTED BY THE MAY 17, 1915 EDITION OF ‘L’ITALIA SPORTIVA’);
  • THE FULL EXPLANATION OF THE CLASSIFICATION (OF THE SEMI-FINAL OF THE CENTRAL CHAMPIONSHIP) WHICH STATES THAT VICTORIES WERE SECURED WHEN LUCCA FORFEITED AGAINST LAZIO AND ROMAN FORFEITED AGAINST PISA IN THE LAST ROUND OF THE CHAMPIONSHIP ON MAY 16, 1915. LAZIO WAS NAMED THE CENTRAL-SOUTHERN CHAMPIONS OF THE 1914/15 SEASON (AS CORRECTLY REPORTED BY THE MAY 17, 1915 EDITION OF ‘L’ITALIA SPORTIVA’);
  • THE CANCELLATION OF THE SEASON (BY THE FIGC) BEFORE NAPLES FOOT-BALL CLUB AND UNIONE SPORTIVA INTERNAZIONALE NAPOLI PLAYED THE SOUTHERN CHAMPIONSHIP FINAL (AS CORRECTLY REPORTED BY THE MAY 3, 1915 EDITION OF ‘L’ITALIA SPORTIVA’) WHICH RESULTED IN LAZIO AUTOMATICALLY BEING NAMED THE SOUTHERN CHAMPIONS (IN ADDITION TO BEING NAMED THE CENTRAL CHAMPIONS);

  • THE REFUSAL OF GENOA TO ACCEPT THE DIRECTIVE ISSUED BY THE FIGC – WHICH WAS TO PLAY THE FINAL ROUND OF THE NORTHERN CHAMPIONSHIP MIDWEEK, SO THE NORTHERN CHAMPIONSHIP COULD BE COMPLETED BY MAY 16, 1915 (AS CORRECTLY REPORTED BY THE MAY 12, 1915 EDITION OF ‘LA STAMPA’) – WHICH RESULTED IN THE NORTHERN CHAMPIONSHIP BEING LEFT INCOMPLETE, WITH GENOA TEMPORARILY BEING IN THE LEAD BY TWO POINTS OVER BOTH TORINO AND INTER (AS CORRECTLY REPORTED BY THE MAY 24, 1915 EDITION OF ‘LA GAZZETTA DELLO SPORT’);
  • THE FAILURE TO COMPLETE THE FINAL OF THE NORTHERN CHAMPIONSHIP – AS A RESULT OF THE FIGC ORDERING THE SUSPENSION OF THE SEASON – DUE TO WORLD WAR I (AS CORRECTLY REPORTED BY THE MAY 24, 1915 EDITION OF ‘LA STAMPA’), THE FAILURE TO DEFINE AND COMPLETE THE FINAL OF THE SOUTHERN CHAMPIONSHIP (WHICH WAS TO BE PLAYED BETWEEN NAPLES FOOT-BALL CLUB AND UNIONE SPORTIVA INTERNAZIONALE NAPOLI) – AS A RESULT OF THE FIGC ORDERING THE SUSPENSION OF THE SEASON – DUE TO WORLD WAR I (AS CORRECTLY REPORTED BY THE MAY 17, 1915 EDITION OF ‘IL ROMA’), THE NON-PERTINENT CHALLENGE PREVIOUSLY MENTIONED (BETWEEN NAPLES FOOT-BALL CLUB AND UNIONE SPORTIVA INTERNAZIONALE NAPOLI), WHICH OCCURRED ON MAY 23, 1915 – AS A RESULT OF THE FIGC ORDERING THE SUSPENSION OF THE SEASON – DUE TO WORLD WAR I (AS CORRECTLY REPORTED BY THE MAY 25, 1915 EDITION OF ‘IL MATTINO’), AND LAZIO ULTIMATELY BEING NAMED AS THE CENTRAL-SOUTHERN CHAMPION OF 1914/15 (AS CORRECTLY REPORTED BY THE JUNE 18, 1920 EDITION OF ‘L’ITALIA SPORTIVA’);

  • WITH REFERENCE TO THE FINAL OF THE NORTHERN CHAMPIONSHIP IN 1914/15, NOT TO SOLELY FOCUS ON GENOA’S FIRST PLACE POSITION IN THE STANDINGS OF THE CHAMPIONSHIP, AND OF TORINO AND INTER’S RELATED CLAIM FOR THE TITLE, AS THEY EACH STILL HAD A MATCH TO PLAY AND COULD HAVE MOVED TO FIRST PLACE WITH A VICTORY (AS CORRECTLY REPORTED BY THE MAY 9, 1919 EDITION OF ‘LA STAMPA’);
  • THE APPLICATION AND ENFORCEMENT OF THE FIGC’S DECISION (ON MAY 22, 1915) TO SUSPEND THE REMAINDER OF THE SEASON (DUE TO THE FIRST WORLD WAR), WHICH WAS MADE PUBLIC ON MAY 23, 1915 (AS CORRECTLY REPORTED BY THE MAY 24, 1915 EDITION OF ‘IL MESSAGGERO’), AND THE LACK OF APPROVAL, OFFICIALITY, AND VALIDITY OF THE MATCH BETWEEN UNIONE SPORTIVA INTERNAZIONALE NAPOLI AND NAPLES FOOT-BALL CLUB (PLAYED ON MAY 23, 1915), AS NOT ONLY WAS THE THE MATCH PLAYED WITH NAPLES FOOT-BALL CLUB ONLY FIELDING NINE PLAYERS – WHICH WAS IN CLEAR VIOLATION OF THE FORMER RULES – THE SUSPENSION OF THE SEASON HAD ALREADY BEEN ISSUED;

(B) TO VERIFY AND DECLARE THAT, IN STRENGTH OF THE APPEALS PROPOSED BY BOTH TORINO AND INTER IN THE PAST, NEITHER OF THE TWO TEAMS CAN CLAIM THE TITLE OF THE 1914/15 SEASON DUE TO THE RULES PUT FORTH BY ‘NON BIS IN IDEM’ (LATIN FOR ‘NOT TWICE AGAINST THE SAME THING’ OR ‘DOUBLE JEOPARDY’), WHICH IS A LEGAL DOCTRINE THAT STATES THAT NO LEGAL ACTION CAN BE INSTITUTED TWICE FOR THE SAME CAUSE OF ACTION. IN ADDITION, TO VERIFY AND DECLARE THAT NEITHER NAPLES FOOT-BALL CLUB NOR INTERNAZIONALE NAPOLI ARE ENTITLED TO THE TITLE, AS THEY DID NOT FINISH THE SEMI-FINAL OF THE SOUTHERN CHAMPIONSHIP; THEREFORE, NEITHER WERE DEEMED THE SOUTHERN CHAMPIONS. FINALLY, TO VERIFY AND DECLARE THAT IN THE FIGC OFFICIAL YEARBOOK OF 1926/27 (WHICH WAS PUBLISHED IN 1928), IT IS CLEARLY STATED THAT THE 1914/15 SEASON WAS ‘SUSPENDED’;

(C) TO LEGITIMATIZE LAZIO AS THE CENTRAL-SOUTHERN CHAMPION (AND THE ONLY CLUB THAT ACTUALLY QUALIFIED FOR THE NATIONAL FINAL IN THE 1914/15 SEASON) AND GENOA AS THE BEST TEAM IN THE NORTHERN CHAMPIONSHIP (AS THEY WERE FIRST IN THE NORTHERN CHAMPIONSHIP HEADING INTO THE FINAL ROUND OF THE CHAMPIONSHIP AGAINST TORINO ON MAY 23, 1915);

(D) TO PAY HONOR AND PROVIDE MERIT TO THOSE ITALIANS (WHO WERE MEMBERS OF SOCIETÀ PODISTICA LAZIO) THAT PASSED AWAY ON THE AUSTRO-HUNGARIAN FRONT (IN WORLD WAR I);

(E) TO ADOPT A REPAIR MEASURE, ONE THAT IS FAIR AND ETHICAL/MORAL, AND IN COMPLIANCE WITH THE ROYAL DECREE N.907 (WHICH WAS ESTABLISHED ON JUNE 2, 1921). THIS DECREE WAS OFFICIALLY AWARDED BY THE FORMER ITALIAN PRIME MINISTER, GIOVANNI GIOLITTI, AND SIGNED BY THE FORMER KING OF ITALY, VITTORIO EMANUELE III. IT STATED THAT LAZIO HAD BECOME A MORAL BODY/LEGAL INSTITUTION, RECOGNIZED AS BEING AN EXAMPLE OF RIGHTEOUSNESS FOR YOUNG ATHLETES OF THAT ERA; THE DECREE RECTIFIED THE ABSOLUTELY UNJUST DECISION THAT WAS MADE AGAINST LAZIO REGARDING THE 1915 SCUDETTO (WHICH WAS DEEMED UNFAIR AND UNETHICAL TO THE VALUES OF SPORT AND ITS PRINCIPLES);

(F) TO ASSIGN THE 1915 SCUDETTO TO BOTH LAZIO AND GENOA, IN ACCORDANCE WITH ARTICLE 16 OF THE OFFICIAL RULES OF THE CHAMPIONSHIP, WHICH DECLARES THAT BOTH CLUBS ARE ITALIAN CHAMPIONS FOR THE 1914/15 FOOTBALL SEASON.
