Lazio will not be able to operate freely on the market this summer, as they must maintain a net-zero balance.
Lazio Set for Net-Zero Transfer Market
The club has been struggling to balance its books in recent years. Last summer, the Biancocelesti were slapped with a transfer ban, preventing them from making any new signings. Claudio Lotito and Co. were able to lift the ban ahead of the January transfer window, and the club took the opportunity to register capital gains by selling Taty Castellanos and Matteo Guendouzi.
However, the newly adopted Serie A rules have lowered the cost-to-revenue ratio from 80% to 70%, making it even more challenging for the club to meet the required standards. Unfortunately for Lazio, they failed to go below the 70% threshold, so the supervisory committee overseeing the Serie A clubs’ finances decided to impose restrictions on their transfer activities this summer.
The club confirmed the news through an official note posted on their website on Friday.
SS Lazio announces that it has today received the communication from the Independent Commission responsible for verifying the Extended Labor Cost Ratio.
According to the findings communicated, the Company may proceed with the registration of players in compliance with the provisions of Article 90, paragraph 4, letter A) of the NOIF (Internal Organizational Regulations of the Italian Football Federation).
What is a Net-Zero Transfer Market
Unlike last summer, Lazio will at least be able to buy new players. However, they can only spend through funds freshly generated from player sales, contract terminations, and wage reductions during the same transfer session.
Moreover, their expenditures cannot exceed their earnings, and they are prohibited from raising their players’ salaries, though this shouldn’t be a major issue for Lotito’s administration.

Lazio’s been following this formula since the start of the window:
Muriqi transfer to Fenerbache = +7m
Rovella + Pellegrini transfer from Juve = -7m
Dia = -11m
Pedro= +1m
Hysaj = +5m
Basic = +2m
**Provedel** = 4-5m asking, but will need to settle on 3m to cover Dia’s fee)
Total = net zero, BUT… the squad is short 3 players. Provedel is expendable with Mandas and Motta operating as a 1-2.
Romagnoli’s transfer will register a gain of 3m, which Lotito botched as Al-Sadd offered 8m in January.
Regardless, this gives Lazio 3m to replace Pedro, Hysaj, Romagnoli, and Basic… good luck with that.
They’d be wise to focus on free transfers with low salaries.
Hopefully Gila will sell for 30m to give Lazio 15m and a bit of financial breathing room as they generated ~4m for being finalists in the Coppa Italia.
This will essentially cover the ~20m revenue hit from the boycott…
I think this isn’t as bad as some people might think it is. This is a step towards making Lazio a financially healthier club.

Add that Lazio only owns Formello to my knowledge, these sanctions make a lot of sense.
Marusic renewal I don’t think was good business, as he’s still on too much money and doesn’t represent value. I think Lazio should introduce again a maximum wage cap, like in the mid 2000s which includes bonuses.
It’s pretty bad… but necessary to save Lazio from bankruptcy. I agree the Marusic renewal was a poor move, and the wages are far too high. I’ve said it many times, but Lazio will be paying for the failed Baroni experiment for the next couple years. Lotito went all in on Baroni and Lazio’s now stuck with poor contracts, and unsellable players as their stock has plummeted.
Yes, you can continue to sell the entire squad and start again, but you also have to replace those players. If you commit to a fire sale, then you gamble with relegation. Lazio can recoup funds through a gradual rebuild, instead of trying to fix the financial issues in one window.
In the meantime, the issues with last season should be corrected to keep Lazio as a mid-table club… Free transfers should be the primary target this window, Lotito should focus on selling those who’s contracts expire in 2027, to create some capital gains. Lotito should replace or reform a large portion of the medical staff as Lazio’s injury issues were ridiculous with many players having similar groin injuries. Gattuso should run a straight forward system for the young squad to operate in.

I don’t get some laziali pov who claim Lazio deserves to be TOP 4 every season. Cragnotti gave us Serie A & European glories, but he also almost brought Lazio to its end.

So this could be opportunity to sell Provedel, Lazzari, Gila, Romagnoli, Pellegrini, Belahyane, Dele-Bashiru, Cancellieri and Dia. Gila and Romagnoli wants to leave and I presume the others too. Then bring back to roster from a loan Mandas and Floriani-Mussolini. Pedraza for Pellegrini. Then we need to bring in two centrebacks. One or two midfielders and a real striker is must.
Sounds good. Though not entirely sure if signing off on Belahyane is the greatest idea, but if any decent offer comes in definitely sell. Mandas and Mussolini would be good for sure. Mandas I’ve read on here is also eyed as the first keeper upcoming season.
